WHMIS 2015 is Canada's GHS-aligned hazard communication system, enforced through the federal Hazardous Products Regulations. The classification rules are technical, the bilingual EN/FR requirement is strict, and the HPR has been amended several times since 2015. Chemply provides end-to-end WHMIS compliance for chemical suppliers — from one-off label reviews to full multi-product portfolios.

FAQ

Frequently asked questions

What does WHMIS compliance involve?

WHMIS compliance covers four pillars: hazard classification, GHS-aligned labels, bilingual (EN/FR) Safety Data Sheets, and worker education. Suppliers are responsible for the first three; employers add training and a workplace WHMIS program.

Who is responsible for WHMIS compliance?

Both suppliers (manufacturers, importers, distributors) under the federal Hazardous Products Act, and employers under provincial occupational health and safety legislation. Chemply primarily supports the supplier side: classification, SDS, and labels.

Do I need separate documents for Québec?

All Canadian provinces accept the bilingual federal WHMIS SDS. Québec's CNESST additionally enforces the RSST exposure limits, which we reference in Section 8 when relevant.

Can Chemply review an existing WHMIS SDS for gaps?

Yes. Our compliance review checks classification, bilingual completeness, exposure limit references, TDG accuracy, and alignment with the current HPR amendments. Findings are delivered in writing within 48 hours.

Does WHMIS apply to consumer products?

WHMIS is a workplace standard, so it does not apply to true consumer products (which fall under the Canada Consumer Product Safety Act). However, many products are dual-use: sold to both businesses and consumers. We help you determine which framework applies to which SKU.
