Cosmetic Compliance: SDS, CPSR, CPNP and CLP — Done Right
From indie skincare brands to multi-SKU haircare ranges, Chemply prepares the full compliance file required to place cosmetics on the EU, UK, US, and GCC markets — Safety Data Sheets, Product Information Files, CPSRs, and CPNP notifications.
Cosmetic regulation is a layered system: EU 1223/2009 governs the finished product, REACH governs the ingredients, CLP governs anything classified as hazardous in transport or professional use, and each market (UK, US, Canada, Saudi Arabia, UAE) adds its own notification regime. Chemply consolidates all of it into a single workstream so your brand can launch quickly and stay compliant as your formulations evolve.
Regulations we cover
EU Regulation 1223/2009
The framework regulation for cosmetic products in the EU — Product Information File (PIF), CPSR, Responsible Person, and CPNP notification before any product reaches the market.
UK Cosmetic Regulation (post-Brexit)
Mirrors EU 1223/2009 but requires a separate UK Responsible Person and SCPN (Submit Cosmetic Product Notification) for the GB market.
EU 2020/878 SDS (raw materials & B2B)
Full 16-section SDS for raw materials, bulk shipments, professional-use products, and any cosmetic flagged as hazardous in transport.
CLP (1272/2008) + EUH208 allergens
Classification and labelling for cosmetic raw materials and professional products, including the 26 + new fragrance allergen disclosures.

Frequently asked questions
Do cosmetic products need a Safety Data Sheet?
Finished cosmetics sold to consumers under EU Regulation 1223/2009 don't require a consumer-facing SDS, but a CLP-style SDS is still required for transport, B2B sales, professional-use products, and Amazon hazmat reviews. For raw materials and bulk shipments, a full 16-section SDS under EU 2020/878 is mandatory.
What is a Cosmetic Product Safety Report (CPSR) and do you prepare it?
The CPSR (Annex I of 1223/2009) is the safety assessment required before any cosmetic product can be placed on the EU market. Chemply prepares Part A (safety information) and coordinates Part B (assessor's conclusion) with our partner network of qualified Safety Assessors.
Can you handle CPNP notification?
Yes. We notify finished products on the EU Cosmetic Product Notification Portal (CPNP), including frame formulation, label artwork, and Responsible Person details. We also handle UK SCPN notifications post-Brexit.
Do my cosmetic ingredients need REACH registration?
Cosmetic ingredients are exempt from REACH authorisation when used exclusively in finished cosmetics, but the substances themselves still need REACH registration by the manufacturer or importer above 1 tonne/year. We screen your ingredient list against the REACH inventory and SVHC candidate list.
What about CLP labels for cosmetic raw materials and professional products?
Surfactants, fragrances, preservatives, and active actives often trigger CLP classification (skin sensitiser, eye irritant, aquatic hazard). We deliver CLP-compliant labels with the right pictograms, H/P statements, and EUH208 allergen disclosures.
